Did you link to the wrong article? The one in the link you provided
describes normal saccadic fixations during reading; I could not see a
"problem" in the article so its hard to answer whether it is the
problem Bates described.
As to how to "help these readers avoid entry into myopia" I'm not sure
what you mean. The study subjects were of a cross section of normals
in Britain, if we assume they are caucasian then about 20% will be or
become myopic and 80% won't; are you suggesting that 100% of them do
palming in the hope that fewer than 20% will become myopic?
