Wearing Dark Glasses Indoors

I'm curious. There's a Canadian politician who wears dark glasses all the
time, including indoors. What disorder would necessitate this practise?

The is the First Class routed pathway to the destruction of sight, to
continually wear dark glasses, to wear them at all, is a major form of
stupidity and greatly injurious to the health of sight.

The cure of sensitivity to light is of the very opposite nature: to
expose one's vision to bright light and to slowly but surely accustom
oneself to the brightness. Not only will the person find that his
photophobia has soon completely departed, but that swelling of the
tissue in the eye is completely reduced and that to look into bright
lights is one of the highest pleasures which the person enjoys.

'Shifty eye syndrome'? What is this idiotic disorder if not just
another invented definition of the eyecare profession to conceal their
embarrassment of exposure in their idiocy and failure in the treatment
of imperfect sight?
