Is it possible to remove or otherwise erase blood vessels from the
what is normally white part of the eyeball?

News to me.I've been in practice for number of yrs and have never
    heard
about any such procedure or seen any patient who have had yag done for
    conjunctival, episcleral, or scleral vessels.

I can't think of any condition that would have the benefits outweigh
    the
risks (ie scarring) especially if for cosmesis reasons only. Maybe
    some of the
other eye providers here know about this but I sure haven't heard and
    none
of my other colleagues know about it.

I certainly wouldn't recommend it even if some surgeon if fact is
    doing this
    procedure.
