Do I have "with-the-rule astigmatism", and what does that mean?

Do I have "with-the-rule astigmatism", and what does that mean?

    Hee's my script:

OD: Sph: -3.00; Cyl: Sph; Axis: Balance; Prism: Balance
    OS: Sph: -3.75; Cyl: -1.00; Axis: 168; Prism: 0

Also, why does the cylinder component on my OD say "Sph"? And what
    does "balance" mean?

Dr. Ryan said I actually needed a -11 lens on my right eye, but since
it's amblyopic, there's no use. So he gave me a -3 lens w/ a balance
for the axis and prism for my right eye.

The right lens should be a sphere of ~-3.00. Don't put cyl in as it
    may cause spatial problems.
