Doublt regarding my eye exam and prescription

    I had a recent optometrist check and a new prescription. As I like to tweak around, I've noticed that if I close one eye and see through the other with my glasses on (progresive) one eye has suboptimal vision than the other. If I see through both eyes at the same time my vision is fine. I've tested online and with both eyes open and glasses it's 20/20.
    My question is the following:
    When prescribing, does the optometrist correct for 20/20 or best for each eye independently or does he considerer that 20/20 should be optained when using both eyes with glasses.
    I'd appreciate your input on the matter
